Should B2B Companies Advertise in ChatGPT? What the 2026 European Launch Changes

ChatGPT Ads reached 31 European markets in August 2026 and added HubSpot as its first CRM partner in September. Which advertisers are eligible, who actually sees the ads, and when a B2B budget is better spent on being cited inside ChatGPT's answers instead.

ChatGPT Ads have run in 31 European markets since August 2026, but only for advertisers in approved categories and only in front of users on the Free and Go plans, so for most B2B companies the channel is either not open to them yet or a small test, not a substitute for being cited in the answers that buyers on paid company plans actually read.

Key facts

  • ChatGPT Ads expanded to 31 European markets, including Germany, France, Spain, Italy, the Netherlands and Austria, with self-service access through Ads Manager from 31 August 2026 (OpenAI, August 2026).
  • Ads are shown only on the Free and Go plans. OpenAI's announcement lists Plus, Pro and Enterprise as ad-free (OpenAI, August 2026), and coverage of its ad policies adds Business and Edu workspaces (LI Solutions, 2026).
  • Self-service is a beta open to advertisers in approved categories. Reported early categories are lifestyle and home goods, local services, travel, digital products and education (Mergado, 2026), with financial, health and legal services barred outside the US (LI Solutions, 2026).
  • On 16 September 2026 OpenAI named HubSpot its first CRM partner and began testing Sponsored Agents, a format limited for now to select advertisers in the United States (OpenAI, September 2026; Search Engine Roundtable, 2026).
  • ChatGPT reaches 1.2 billion weekly users (OpenAI DevDay recap, September 2026).

What changed with ChatGPT Ads in Europe?

ChatGPT became a paid media channel in Europe in three steps over two weeks.

OpenAI pitches the channel as a way for businesses of every size to reach customers while they explore options and make decisions, and says self-service has opened it to small and medium-sized businesses and startups (OpenAI, August 2026). Its European announcement even names choosing software for a business as one of the goals people bring to ChatGPT (OpenAI, August 2026). Whether a B2B company can actually buy the slot beside that conversation is a separate question.

Can a B2B company advertise in ChatGPT in Europe yet?

Possibly not, and this is the first thing to check.

Self-service is a beta, and it opens only to advertisers in approved categories whose ads pass OpenAI's policy checks (Index Lab, 2026). The categories reported for the early phase are lifestyle and home goods, local services, travel and experiences, digital products, and education (Mergado, 2026). Financial, health and legal services cannot advertise outside the US (LI Solutions, 2026).

B2B services, such as agencies, consultancies and outsourced sales, appear nowhere on those lists. B2B software may fit under digital products, but that is our reading of the category name, not a confirmed rule. We have not found OpenAI's full category list on its own pages, so the reliable check is the one inside Ads Manager: register at OpenAI's advertiser page and see whether your business is approved before planning anything.

Who actually sees ChatGPT Ads?

This is the part most coverage skips, and for B2B it decides almost everything.

Ads appear only on the Free and Go plans. Anyone paying for Plus or Pro, and anyone using ChatGPT through a Business or Enterprise workspace their employer pays for, sees no ads at all (OpenAI, 2026; LI Solutions, 2026).

OpenAI does not publish its plan mix by role, seniority or company size, so what follows is reasoning, not data. The buyers most likely to sit on an ad-free plan are the ones whose company already pays for ChatGPT, and companies that pay for AI tools tend to be the more digitally mature ones. For many B2B offers, those are exactly the accounts you want. The free audience is real and very large, but it skews toward individuals, students, freelancers and smaller businesses researching on their own account.

That does not make the channel useless for B2B. It makes it a channel for a specific kind of B2B buyer, and it means the ad is not where your best-fit enterprise buyer will meet you.

What can an eligible advertiser buy today?

For a business that passes the category check, the platform already has the basics an ad buyer expects.

Bidding. CPM, CPC, and conversion optimisation, so you can optimise toward a form fill or a booked call rather than a click (OpenAI, August 2026).

Targeting. OpenAI has introduced geo-targeting and custom audiences (OpenAI, August 2026). It does not describe account-based targeting of the kind B2B teams use on LinkedIn, so do not assume you can aim at a named list of companies.

Measurement. The OpenAI Pixel, a Conversions API, and third-party measurement integrations. In the EU, the pixel on your landing page falls under the same consent rules as any other advertising pixel, so expect your measured conversions to undercount what actually happened.

HubSpot. Since 16 September, businesses that manage customers in HubSpot can connect a ChatGPT Ads account, create ads, track performance and follow up on leads without leaving HubSpot (OpenAI, September 2026). For an eligible team already on HubSpot, that removes most of the setup cost of a test.

Sponsored Agents, not in Europe yet. A user who clicks an ad can continue in a separate, labelled conversation with an agent the business provides, instead of landing on a web page. The test runs only with select advertisers in the United States (Search Engine Roundtable, 2026). For complex B2B offers it is the most interesting format on the platform, because it lets a buyer ask the qualifying questions a landing page cannot answer. When it reaches Europe, the agent will speak for your company, so it will need the same review as anything a salesperson says.

Can you pay to appear in ChatGPT's answers?

No. OpenAI states that ads are always labelled and separate from the answers, that advertising does not influence what ChatGPT says, and that conversations are kept private from advertisers (OpenAI, August 2026).

That splits visibility in ChatGPT into two separate games:

  • The ad slot beside the answer, which you buy if your category is approved, which only Free and Go users see, and which stops the day the budget stops.
  • The citation inside the answer, which you earn, which every user sees regardless of plan, and which keeps working after you stop paying anyone.

The second one is the subject of our companion piece, how B2B companies get cited by ChatGPT, Gemini and Google AI Mode.

How do ChatGPT Ads compare with LinkedIn Ads and being cited in the answer?

Our 2026 outbound benchmarks work through what a paid social lead becomes once it has to turn into a meeting. The same arithmetic applies here: judge a ChatGPT ad on cost per qualified meeting, not on cost per click.

When do ChatGPT Ads make sense for B2B?

When your product fits an approved category. Self-serve software and digital products are the most plausible B2B fit, provided Ads Manager confirms it.

When your buyer can be a single person. Tools bought by freelancers and small teams, where the person researching is also the person paying. That buyer is far more likely to be on a free plan than an enterprise procurement lead is.

When the research happens in ChatGPT before the shortlist. If prospects tell you on calls that they asked ChatGPT which tools to look at, there is a moment worth being present for.

When you already appear in the answer. An ad next to an answer that cites a competitor works against you. An ad next to an answer that already cites you reinforces it.

When are ChatGPT Ads the wrong channel?

When your category is not approved. Most B2B services fall here today. The budget belongs in the channels below until that changes.

High-ACV enterprise sales. If the buying committee works inside a paid company workspace, they will not see the ad. Spend the budget on the account list and the content they will see.

No way to measure past the click. Without CRM routing and consent-compliant measurement, you will be judging the channel on numbers that undercount in Europe and say nothing about pipeline.

When you are not cited and your competitor is. Paying to sit beside an answer that recommends someone else is the most expensive way to learn that your content is the gap.

How do you test ChatGPT Ads without wasting the budget?

  1. Check eligibility first. Register as an advertiser and confirm your business and offer are approved before writing a single ad.
  2. Write down the five questions a buyer asks before shortlisting a company like yours.
  3. Ask them in ChatGPT, once on a free account and once on a paid one. Note whether you are cited, who is, and whether ads appear.
  4. If you are not cited, start with the content. That work pays off on every plan and in every engine, not only in the ad slot.
  5. Run one small test: one market, one offer, conversion bidding, a landing page that answers the exact question the ad appears beside, and leads routed straight into your CRM. Judge it on cost per qualified meeting against LinkedIn and outbound for the same audience. Our pipeline cost model lays out that comparison.

What do we recommend for B2B companies?

For the high-ACV B2B work we do, the order is clear: get cited first, test ads only once the category is open and the content is in place. Our ABM Engine runs ads, content and outbound against one named account list, and a channel that cannot target named accounts, does not reach paid-plan users and does not yet accept most B2B services is a test to revisit, not a line in this quarter's plan. For self-serve software in an approved category, the same test could rank much higher.

If you want the five-question check run against your own market before spending anything, that is a short exercise, and a good use of a first call.

Frequently asked questions

Are ChatGPT Ads available in Germany and the rest of Europe?

Yes, for approved advertisers. ChatGPT Ads expanded to 31 European markets in August 2026, including Germany, France, Spain, Italy, the Netherlands and Austria, and self-service buying through Ads Manager has been available there since 31 August 2026 (OpenAI, 2026). Access is a beta limited to approved categories.

Can B2B companies advertise in ChatGPT?

Not all of them yet. Self-service is open to advertisers in approved categories, reported as lifestyle and home goods, local services, travel, digital products and education (Mergado, 2026). B2B services do not appear on those lists, and B2B software may qualify as a digital product. The only reliable check is applying through Ads Manager.

Who sees ads in ChatGPT?

Only users on the Free and Go plans. Plus, Pro and Enterprise subscriptions are ad-free (OpenAI, 2026), and coverage of OpenAI's ad policies adds Business and Edu (LI Solutions, 2026). Buyers using ChatGPT through a paid company workspace will not see the ad.

Can you pay to appear in ChatGPT's answers?

No. OpenAI states that ads are clearly labelled, kept separate from ChatGPT's answers, and do not influence what ChatGPT says (OpenAI, 2026). Being cited inside an answer has to be earned through content and third-party mentions.

How do ChatGPT Ads connect to HubSpot?

Since 16 September 2026, HubSpot is OpenAI's first CRM partner: businesses managing customers in HubSpot can connect a ChatGPT Ads account, create ads, track performance and follow up on leads directly in HubSpot (OpenAI, 2026).
