What should you ask before signing with any of them?

Four questions separate a good engagement from an expensive one.

Who owns the data when this ends? In a managed-outbound model, the list, the enrichment and the reply history frequently stay with the agency. In a build model they stay with you. Ask for the answer in writing before the first invoice, not after the last one.

Who writes the message? AI drafts at scale now — that is table stakes and not a differentiator. The question is who reviews the targeting and the copy before it reaches a buyer.
